E2CC (Eco Edge to Cloud Continuum) is one of the 19 projects of the IPCEI-CIS (Important Project of Common European Interest on Next Generation Cloud Infrastructure and Services), a key digital policy project aimed at strengthening Europe’s digital and technological sovereignty. It was officially approved by the European Commission in December 2023 and involves 12 EU Member States. The IPCEI-CIS consists of 19 direct projects led by 19 companies, working together to develop the first EU-wide, interoperable Multi-Provider Cloud-Edge Continuum.
The E2CC (Eco Edge to Cloud Continuum) project develops an "end-to-end" platform composed of a set of APIs (open source) to easily integrate Enterprise and Edge servers, of cybersecurity and IA/MLOps services and of an orchestration layer to orchestrate Edge/Cloud applications on top of the core infrastructure and services. The project also includes use cases in the field of medical research, IoT, predictive maintenance, and computer vision.
As a result, a core platform will be delivered, which will be able to integrate BMaaS/Edge infrastructure products, and will provide orchestration capabilities for deploying Edge/Cloud applications, horizontal services will be available, including cybersecurity products, as well as smart services related to AI/MLOps and sustainability for the Edge/Cloud continuum.
The IPCEI-CIS results are supported by the 8ra (8ra.com) Initiative, providing the necessary funding, framework, and collaborative structure to bring the vision of a European Multi-Provider Cloud-Edge Continuum to life. The projects within the IPCEI-CIS directly contribute to building a decentralised, federated cloud infrastructure that aligns with the 8ra Initiative’s objectives of interoperability, security, and sustainability.
As a direct participant within the IPCEI, Bull is responsible for reporting and integrating project results at the IPECI-CIS integrated project level. This consists in participating to the IPCEI-CIS technical workstreams, collaborating with other IPCEI partners.
Bull is also leader of the related French Collaborative Project, E2CC Platform, including 11 French Partners (Armadillo, Bull, CGI, IRISA, IRIT, UGA, LAAS, NBS, Ningaloo, Provenrun, RYAX). Three Use Cases projects are also running, that should deploy their applications on the E2CC platform.

Within this project, many Bull & Eviden R&D teams are involved in providing
- Infrastructure management and monitoring software (in particular for BullSequana S and Edge servers) within WP1 and WP2
- Orchestration capabilities within WP2
- AI & MLOps capabilities in WP3, associated with a Computer Vision use case
- Decarbonation services in WP4
- Cybersecurity services in WP5 and WP6.
